Per the Commander's follow-up: the build record itself (system specs, modularization narrative, and test-driven bugfix log) is useful teaching material and should stay -- only the internal ticket references needed to go. Removed the ratecon ID header and ticket metadata line, and reworded every "Commander" attribution to plain "playtest" language.
